Functions, kinds and Pakistan's parliament
The legislature is the representative organ of the state that makes laws, controls public finance and holds the executive accountable. In a democracy it is the most direct expression of the people's will.
The legislature is often called the first organ of government because it lays down the laws the other organs apply. Names differ: Parliament (UK, Pakistan), Congress (USA), Duma (Russia), Knesset (Israel), Majlis (Iran).
A strong, active legislature is the heart of democracy. Its effectiveness depends on capable members, strong committees, free debate and an informed public.
