Special care for the vulnerable
Compassion towards the weaker sections means showing care and concern for the poor, women, children, the elderly, people with disabilities, minorities and other vulnerable groups, and actively helping them.
Compassion goes beyond feeling sorry for someone: it moves us to act to reduce their suffering. The 'weaker sections' are those who, because of poverty, gender, age, disability, caste or minority status, have less power to claim their rights and are most dependent on the state.
An assistant commissioner sets up separate counters and seating for women, elderly people and people with disabilities, so that they need not wait in long queues for identity documents and certificates.
Compassion (rahmah) is central to Islam: Allah is Ar-Rahman, Ar-Rahim, and the Prophet (PBUH) was sent as 'a mercy to the worlds' (Al-Anbiya 21:107). The Quran repeatedly commands care for orphans, the poor, travellers and the needy, and the institution of zakat makes support for the poor a duty.
A state is judged by how it treats its weakest members. Compassionate public servants turn the constitutional promise of social justice into reality.
