The Estacode

• The Estacode (Establishment Code) is a compilation of laws, rules, regulations and instructions relating to civil servants, published by the Establishment Division in updated editions.
• It covers recruitment, appointment, promotion, transfer, pay, leave, conduct, discipline, pension and benefits.
• It is the main reference for service matters in the federal government; provinces have their own compilations.

Government Servants (Conduct) Rules, 1964

• Restrictions on accepting gifts and on private business or employment.
• Declaration of assets and liabilities.
• Prohibition on taking part in politics and elections.
• Restrictions on communicating official information and on public statements criticizing the government.
• Rules against using official position for personal benefit.
• Restrictions on borrowing and lending, and on speculative investment.

Effectiveness

• The rules are comprehensive on paper but often weakly enforced.
• Asset declarations are filed but rarely verified.
• Many rules are outdated, focused on prohibitions rather than positive values.
• Lack of ethics training and of an independent ethics office.
• Disciplinary proceedings are slow and sometimes politically influenced.

Comparison with other countries

• United Kingdom: the Civil Service Code sets four core values: integrity, honesty, objectivity and impartiality; the Nolan Committee's Seven Principles of Public Life (1995) apply to all public office holders.
• United States: the Ethics in Government Act (1978) and the Office of Government Ethics; financial disclosure and fourteen principles of ethical conduct for federal employees.
• Singapore: high pay, strict enforcement by the Corrupt Practices Investigation Bureau and a culture of meritocracy.
• India: All India Services (Conduct) Rules (1968), similar in origin to Pakistan's rules.
• Lessons: clear values-based codes, independent ethics bodies, verification of declarations, and consistent enforcement.

Way forward

• A values-based code of ethics alongside rules.
• An independent ethics office to advise and monitor.
• Verification of asset declarations.
• Ethics training at all levels.
• Swift and fair disciplinary processes.

Conclusion

Rules alone do not make an ethical civil service. Pakistan's codes need modernization, consistent enforcement and, above all, leadership by example.
