History, neutrality, the 'steel frame' and negative connotations
Bureaucracy means rule by officials: an administrative system of appointed officials organized in a hierarchy, working through fixed rules and procedures, which implements the decisions of the government.
Every modern state relies on bureaucracy to collect taxes, maintain order, provide services and implement policies. Max Weber regarded it as the most efficient form of organization ever devised, while critics associate it with red tape and inflexibility.
In 1922, British Prime Minister David Lloyd George described the Indian Civil Service as 'the steel frame of the whole structure' of British rule in India. The phrase expresses the bureaucracy's role in holding the state together, providing continuity and order. After independence, Pakistan's Civil Service of Pakistan (CSP) inherited this role.
Bureaucracy is indispensable to the modern state. The challenge is to keep its strengths (expertise, continuity, impartiality) while overcoming its weaknesses through accountability, flexibility and a service-oriented culture.
