The ideal type of rational-legal administration
German sociologist Max Weber described bureaucracy as the most rational and efficient form of organization, based on legal-rational authority, hierarchy, fixed rules, specialization, merit, impersonality and written records.
Max Weber developed his theory as part of his study of authority and the modernization of society. He saw bureaucracy as the organizational form of rational, modern society, replacing traditional and personal forms of administration.
Pakistan's civil service follows Weberian principles on paper: merit-based recruitment through the FPSC, hierarchy and rules. In practice, political appointments, transfers and patronage undermine merit and impersonality, while excessive rules cause delays. Reform aims to combine Weberian integrity with flexibility and responsiveness.
Weber's model remains the benchmark for understanding bureaucracy. Its emphasis on merit, rules and impartiality is essential for good governance, even if modern administration needs more flexibility.
