The largest transfer of power to the provinces
The Eighteenth Amendment (April 2010) restored parliamentary democracy, abolished the Concurrent Legislative List, devolved 17 federal ministries to the provinces, strengthened the Council of Common Interests, and added new fundamental rights, including the right to education and information.
Under the Charter of Democracy (2006), the PPP and PML-N agreed to restore the 1973 Constitution's parliamentary character and provincial autonomy. A Parliamentary Committee on Constitutional Reform, chaired by Senator Raza Rabbani, drafted the amendment, which Parliament passed unanimously.
The 18th Amendment was a historic step towards a genuine federation. Its full promise depends on building provincial capacity and extending devolution to the local level.
