Participation, rule of law, transparency, responsiveness, equity, effectiveness, accountability, strategic vision
The characteristics of good governance described in the CSS syllabus are participation, rule of law, transparency, responsiveness, equity, effectiveness and efficiency, accountability and strategic vision. Each reinforces the others.
UNDP's 1997 policy document and UN ESCAP identified a set of characteristics that together define good governance. They are interconnected: transparency makes accountability possible, participation makes governments responsive, and the rule of law protects equity.
All men and women should have a voice in decision-making, directly or through legitimate representatives.
Legal frameworks should be fair and enforced impartially, particularly human rights laws.
Decisions are taken and enforced in a manner that follows rules, and information is freely available and directly accessible to those affected.
Institutions and processes serve all stakeholders within a reasonable timeframe.
UNDP adds consensus orientation: mediating different interests to reach broad agreement on what is in the best interest of the community, and how to achieve it. In a diverse federation such as Pakistan, institutions such as the Council of Common Interests and the NFC are forums for building consensus.
All men and women, especially the most vulnerable, have opportunities to improve or maintain their well-being and feel that they have a stake in society.
Processes and institutions produce results that meet society's needs while making the best use of resources.
Government institutions, the private sector and civil society organizations are accountable to the public and to their stakeholders.
Leaders and the public have a broad, long-term perspective on good governance and human development, and a sense of what is needed for it.
The characteristics of good governance form a single system. A government that is participatory but not effective, or effective but not accountable, does not fully meet the standard. Their combined aim is a state that serves all its citizens fairly.
