What major institutions and scholars mean by governance
Governance is the manner in which power and authority are exercised in managing a country's economic, social and political affairs, including the processes by which governments are chosen, held accountable and replaced, their capacity to make and implement policy, and the respect of citizens and the state for institutions.
Because governance is a broad concept, institutions and scholars define it differently, each emphasizing particular aspects. Knowing the main definitions helps to understand what governance includes and how it is measured.
Governance operates at every level: global (the UN, WTO), regional (SAARC, EU), national (the federal government), provincial, local (districts and union councils) and organizational (corporate and NGO governance).
Despite their differences, all definitions agree that governance is about how authority is exercised, by whom, and with what results. It is wider than government because it includes the private sector and civil society, and it is judged by its outcomes for people.
