The Prophet Muhammad (PBUH) established the first Islamic state in Madinah, demonstrating good governance through a written charter, consultation, merit-based appointments, rule of law, accountability of officials and care for the weak.
When people sought leniency for a noblewoman of the Makhzum tribe who had stolen, the Prophet said that earlier nations were destroyed because they punished the weak and spared the powerful, and declared that the law would apply even to his own daughter Fatimah (Bukhari, Muslim).
The Prophet's governance in Madinah combined written law, consultation, merit, accountability and welfare, setting a model that inspired later Islamic political thought.
