The administrative machinery of government
The federal and provincial secretariats are the administrative headquarters of government, made up of ministries or departments headed by secretaries, which advise ministers and oversee policy implementation.
Provincial departments work through district officers. The Deputy Commissioner is the chief administrative officer of a district, coordinating government departments and, in many provinces, overseeing revenue and law and order.
The secretariats are the engine rooms of government. Their efficiency determines how quickly and well decisions are turned into action.
