Strategic planning in federal, provincial and local government

Meaning of strategic planning

• Defining a vision and long-term objectives.
• Analysing the current situation, for example through a SWOT analysis (strengths, weaknesses, opportunities, threats).
• Choosing strategies and priorities.
• Allocating resources through budgets.
• Monitoring, evaluating and revising.

Federal level

• Long-term visions (Vision 2025, Uraan Pakistan) and five-year plans by the Planning Commission.
• The federal PSDP finances national projects such as motorways, dams and higher education.
• Medium-term budgetary and debt strategies by the Finance Division.
• Sectoral strategies, such as national energy, climate and digital policies.

Provincial level

• Provincial Planning and Development departments or boards prepare growth strategies and Annual Development Programmes (ADPs).
• After the 18th Amendment, provinces plan for education, health, agriculture and local government.
• Provincial Development Working Parties approve projects.
• Provincial Finance Commissions share resources with local governments.

Local level

• Article 140A requires provinces to devolve political, administrative and financial responsibility to local governments.
• Local governments prepare development plans for roads, water, sanitation, schools and clinics.
• In practice, local planning has been weak because of interrupted local government systems and limited funds.

Challenges

• Short-term political priorities override long-term plans.
• Weak coordination among levels of government.
• Lack of data and planning capacity, especially at the local level.
• Projects chosen for political reasons.

Way forward

• Link plans to budgets through medium-term frameworks.
• Build planning capacity in provinces and districts.
• Use data and digital tools for evidence-based planning.
• Ensure continuity through cross-party agreement on national priorities.

Conclusion

Strategic planning turns vision into action. It works only when every level of government plans in coordination and follows through.
