Research, coordination, secrecy and openness
Policy analysis is the systematic study of public problems and possible solutions, using evidence to help decision-makers choose the best course of action. In Pakistan, it is hampered by lack of research, poor coordination and a culture of secrecy.
Policy analysis asks: what is the problem, what are the options, and which option is best? It uses tools from economics, statistics, law and other disciplines. William Dunn describes it as producing information about problems, expected outcomes, preferred policies, observed outcomes and policy performance.
Better policies require better analysis. Investing in research, data and coordination, and replacing secrecy with openness, would improve the quality of Pakistan's policy decisions.
