Assessing the impact of public policy; success and failure of government
Policy evaluation assesses whether public policies and programmes achieve their goals, at what cost, and with what intended and unintended effects. It is essential for learning which government programmes succeed and which fail.
Without evaluation, governments cannot know whether their money is well spent. Evaluation closes the policy cycle by feeding lessons back into new decisions.
Evaluation turns experience into knowledge. Building a culture of honest, independent and published evaluation would help Pakistan expand what works and stop what does not.
