Siyasatnama (Book of Government), Seljuk vizier
Drawing on decades of practical governing experience, Nizam-ul-Mulk wrote a manual of statecraft aimed at keeping an empire stable and well-run: advice on taxation, justice, spies, the army and the character a ruler must cultivate to keep power legitimate rather than merely coercive. His approach is practical and administrative rather than purely theoretical, closer to a how-to guide for rulers than a work of abstract political philosophy.
Persian vizier who effectively ran the Seljuk Empire for three decades, founded a network of madrasas, and was ultimately assassinated, reportedly by the Nizari Ismaili sect.
