Accountability takes several forms: political accountability to voters and parliament, legal or judicial accountability to the courts, administrative accountability within the bureaucracy, professional accountability to peers, and accountability in the private and public sectors.
Elected representatives and governments answer to voters and parliament.
Officials and governments answer to the courts for the legality of their actions.
Civil servants answer to superiors and internal oversight bodies.
Professionals answer to the standards of their profession and peers.
No single type of accountability is enough. Effective governance needs all of them working together, so that officials answer to voters, courts, superiors, professional peers and citizens.
